$2.99 covers the range where most single documents stop. Twenty-five pages is a lot of contract; past that, $0.12 a page keeps a long fax from costing more than it should.
Plenty of public libraries still fax for free or about a dollar — call first, a lot of them have quietly stopped. The UPS Store runs roughly $2 a page and Staples is similar, so we're cheaper past about two pages, but that's not the same as always being the right answer.
